One of the most prolific serial killers in Connecticut, William Devin Howell murdered 7 people in just 9 months. He would lure his victims into his “murder mobile” a large work van, and then bound them with zip ties and duct tape and took them to abandoned parking lots where he would keep them for a day and a half to rape and brutalize them for hours and hours.
